Recognizing the damaging influences of uncontrolled media,
Noting the ability of the government to control media,
Reminded of the duty to the State that all citizens are sworn to uphold,
Aware of the potential damage uncontrolled media could inflict upon the State,
The government resolves to:
1. restrict all forms of media to those expressly controlled by the government;
2. establish a certain set of standards that government media must meet; and
3. form a government agency under the direction of the State's Guardian, that shall have the sole responsibility of overseeing the publishing and distributing of media.
